Impex Section

1. Introduction

Impex Section deals with the matters related to import and export of wheat and rice (non-basmati) from/to the Central Pool Stocks. The Section also deals with the policy related to issues of export/import of wheat and rice (non-basmati) related to the Central Pool. The Section also monitors international prices of wheat and rice on the basis of the data provided by IGC/Agri-watch and DGCIS. It also collects and compiles the data regarding export and import of wheat and rice.

2. Imports

2.1 Wheat

2.1.1 Policy

The Import of wheat is free.

2.1.2 Duty Structure

The import duty on wheat was reduced from 50% to 5% on 28.06.2006. Thereafter, the following changes in Import Duty on wheat have been taken place:

2.1.3 Quantity of Import

  • In Order to meet the shortfall in the Central Pool, a quantity of 54.54 lakh tons of wheat imported in 2006-07 and 17.69 lakh tons in 2007-08.
  • No import of wheat has been made for the Central Pool since 2008-09.

2.2 Rice


2.2.1 Policy

Import of Genetically modified (GM) Rice is restricted. Import of Rice into India is permitted only if the importer is able to furnish a certificate from competent Government authority of the country of export that the rice exported is non-GM.

2.2.2 Duty Structure


  • Import duty was ZERO from 01.03.2008 to 30.03.2009.
  • Import duty was imposed at basic custom tariff of 70% ad-valorem on semi-milled or wholly milled rice w.e.f 31.03.2009
  • Import duty on rice reduced to NIL w.e.f. 14.10.2009 and upto 30.09.2011.
  • Import duty on non-basmati rice is at basic tariff of 70% w.e.f. 01.10.2011.

2.2.3 Quantity of Import

Since 2000-2001 no rice was imported for the Central Pool stock.


3. Exports


3.1 Wheat


3.1.1 Policy

Free export of wheat has been allowed to private parties out of privately held stocks through Electronic Data Interface (EDI) enabled ports with effect from 09.09.2011.

3.1.2 Duty Structure


The present rate of export duty is NIL.

3.1.3 Quantity of Export


The details of Quantity of wheat issued from the central pool for export purposes from the year 2000-2001 onward are as under:

1.* Export on humanitarian grounds through MEA

2.During 2012-13 and 2013-14 total 1.50 lakh MT of wheat was exported on humanitarian ground through MEA

3.2 Rice


3.2.1 Policy


Free export of rice has been allowed to private parties out of privately held stocks through EDI enabled ports with effect from 09.09.2011.


3.2.2 Duty Structure


The present rate of Export Duty is Nil.

3.2.3 Quantity of Export


The details of Quantity of Rice issued from the central pool for export purposes from the year 2000 onward are as under:
