INTRODUCTION

Storage Division oversees policy related aspects aimed at ensuring sufficient storage capacity for Central Food Stocks. It also endeavours to facilitate logistic support to the Indian economy, especially for agricultural and notified commodities, through two CPSEs namely CWC and CRWC under its administrative control. It is also the administrative division for one Regulatory Authority (WDRA).

CENTRAL WAREHOUSING CORPORATION (CWC)

Central Warehousing Corporation (CWC), a Public Sector Undertaking set up on 02.03.1957 under this Department, is providing scientific storage facilities for agricultural implements & produce and other notified commodities. CWC is an ISO 9001:2008, ISO 14000:2004 and OHSAS 18001:2007 Certified Schedule ‘A’-Mini Ratna, Category – 1 Organization.

As on 31.10.2017, CWC was operating 433 warehouses with a total operational storage capacity of 99.06 lakh MT including 52 Custom Bonded Warehouses, 31 Container Freight Stations (CFSs)/ Inland Clearance Depots (ICDs),3 Air Cargo Complexes (ACCs) (5961 MT) and 3 Temperature Controlled Warehouses (0.02 lakh MT), providing services to the export/import trade.

STATE WAREHOUSING CORPORATIONS (SWCs)

CWC has 19 associates, the State Warehousing Corporations (SWCs). The total investment of the Central Warehousing Corporation, which is 50% shareholder in the equity capital of the SWCs, as on 31.10.2017 was Rs. 61.79 crore. As on 01.10.2017 the SWCs operated 1787 warehouses with a total capacity of 273.41 lakh MT.

CENTRAL RAILSIDE WAREHOUSING COMPANY LIMITED (CRWC)

CWC has formed a 100% owned subsidiary company namely Central Railside Warehouse Company Ltd (CRWC) for development and spread over of Railside Warehouse Complexes (RWCs). The subsidiary was incorporated on 10.07.2007 and received certificate for commencement of business on 24.07.2007. As on 15.11.2017 CRWC was operating 19 RWCs with a total storage capacity of 3,32,099 MT.

WAREHOUSING DEVELOPMENT & REGULATORY AUTHORITY (WDRA)

The Warehousing Development and Regulatory authority has been constituted on the 26.10.2010 under the Warehousing (Development & Regulation) Act, 2007. Its main function is to implement the Negotiable Warehouse Receipt System in the Country, to register Accreditation Agencies, Registration of Warehouses – having adequate facilities & safeguards satisfying financial, managerial & other criteria as prescribed by the WDRA, to promote scientific warehousing of goods, to improve fiduciary trust of depositors & banks, to enhance liquidity in rural areas and to promote efficient supply chains. The Warehousing Development and Regulatory Authority has undertaken a transformation Plan which envisages involvement of digital systems for its major activities.

NATIONAL POLICY ON HANDLING, STORAGE AND TRANSPORATION OF FOODGRAINS

With a view to minimizing storage and transit losses and to introduce modern technology, the Government approved the National Policy on Handling, Storage and Transportation of Foodgrains in June 2000. Under this policy, integrated bulk handling, storage and transportation facilities to the tune of 5.5 lakh MTs at the following locations were created through private sector participation on Build-Own-Operate (BOO) basis.
